(a) Days start at 00:00 UTC. (b) Weeks start on Monday 00:00 UTC. (c) Months start on the first day of each Gregorian month. ======================================================================== § 101 RULES AND THE MODIFICATION THEREOF ------------------------------------------------------------------------ 2 FNC § 101 ¶ 01 Rules, defined. A rule is a body of text which governs the state of the game. Rules that are in effect apply continuously. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 02 Rules, enumeration. Each rule shall have a Code, Title, Section, and Paragraph; collectively, its Number. (a) The Code shall be Form Nomic Code (FNC). (b) The Title shall be a positive integer. (c) The Section shall be a positive integer formatted to 3 digits. (d) The Paragraph shall be a positive integer formatted to 2 digits. The Number of a rule shall be unique to that rule. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 02 Rules; General Secretary; obligations. The General Secretary SHALL make available the current revision of the rules. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 03 Rules; players; obligations. When a player joins the game, e agrees to abide by the rules in effect. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 04 Rules; changes; how so. A player CAN suggest a change to the rules by completing and submitting Form 10. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 05 Form 10, titled. Form 10 shall be titled “Proposal for Changes to the Rules”. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 06 Form 10; requirements, defined. Form 10 shall require, at a minimum: (a) a title (b) a summary of the changes provisioned (c) a count of attached sub-proposals (Forms 10-a thru 10-e) (d) those sub-proposals, attached ------------------------------------------------------------------------ 2 FNC § 101 ¶ 07 Form 10-a, titled. Form 10-a shall be titled “To Enact a Rule”. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 08 Form 10-a; requirements, defined. Form 10-a shall require, at a minimum: (a) the number of the rule (b) the title of the rule (c) the provisions of the rule ------------------------------------------------------------------------ 2 FNC § 101 ¶ 09 Form 10-b, titled. Form 10-b shall be titled “To Re-Number a Rule”. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 10 Form 10-b; requirements, defined. Form 10-b shall require, at a minimum: (a) the original number of the rule to renumber (b) the new number ------------------------------------------------------------------------ 2 FNC § 101 ¶ 10 Form 10-c, titled. Form 10-c shall be titled “To Re-Title a Rule”. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 12 Form 10-c; requirements, defined. Form 10-c shall require, at a minimum: (a) the number of the rule to retitle (b) the original title (c) the new title ------------------------------------------------------------------------ 2 FNC § 101 ¶ 13 Form 10-d, titled. Form 10-d shall be titled “To Revise a Rule’s Provisions”. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 14 Form 10-d; requirements, defined. Form 10-d shall require, at a minimum: (a) the number of the rule to revise (b) the original provisions (c) the new provisions ------------------------------------------------------------------------ 2 FNC § 101 ¶ 15 Form 10-e, titled. Form 10-e shall be titled “To Repeal a Rule”. ------------------------------------------------------------------------ 2 FNC § 101 ¶ 16 Form 10-e; requirements, defined. Form 10-e shall require, at a minimum: (a) the number of the rule to repeal ======================================================================== § 102 VOTING AND THE LEGISLATIVE PROCESS ------------------------------------------------------------------------ 2 FNC § 102 ¶ 01 Proposals, defined. A set of suggested changes to the rules is called a proposal. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 02 Proposals; distribution. For a given instant, the set of proposals submitted in the prior month are the distributed proposals of that instant. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 03 Proposals; resolution. At the beginning of the month, each proposal distributed in the prior month that received more votes FOR than AGAINST become enacted, and their effects realized in the rules. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 04 Proposals; resolution; General Secretary, obligations. The General Secretary SHALL make available a summary of enacted proposals for each month. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 05 Proposals; voting; how so. A player CAN vote on distributed proposals by completing and submitting Ballot A to the General Secretary. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 06 Ballot A, titled. Ballot A shall be titled “Ballot for Proposals Distributed”. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 07 Ballot A; editions, defined. An edition of Ballot A is accurate to the following information: (a) the set of proposals currently distributed. ------------------------------------------------------------------------ 2 FNC § 102 ¶ 08 Ballot A; requirements, defined. Ballot A shall require, at a minimum: (a) identification of the player completing the ballot (b) for each distributed proposal, (i) up to one vote of FOR, AGAINST, or ABSTAIN. ======================================================================== § 103 FORMS ------------------------------------------------------------------------ 2 FNC § 103 ¶ 01 Forms, defined. Forms are the instrument of this game. A person (usually a player) initiates changes to the state of the game through the completion of a rules-defined form. ------------------------------------------------------------------------ 2 FNC § 103 ¶ 02 Forms; etiquette. A person SHOULD complete a form(s) by (a) Using the standard template provided by the General Secretary to complete the form. (b) Submitting eir Form to the designated party via the standard method endorsed by the General Secretary. ------------------------------------------------------------------------ 2 FNC § 103 ¶ 03 Forms; General Secretary; obligations. For each form, the General Secretary SHALL make available a standard template for that form. ------------------------------------------------------------------------ 2 FNC § 103 ¶ 04 Forms; editions, defined. An edition of a form is a version of that form that is accurate to a specific, temporally defined set of information. The current edition(s) of a form are those editions currently relevant. ------------------------------------------------------------------------ 2 FNC § 103 ¶ 05 Forms; editions; General Secretary; obligations. For each current edition of a form, the General Secretary SHALL make available a standard template for that form. ======================================================================== § 104 REGISTRATION ------------------------------------------------------------------------ 2 FNC § 104 ¶ 30 Registration; how so. A person CAN register as a player by completing and submitting Form R-1 to the General Secretary. ------------------------------------------------------------------------ 2 FNC § 104 ¶ 31 Registration; effect. Upon submission of Form R-1, that person becomes a player. ------------------------------------------------------------------------ 2 FNC § 104 ¶ 32 Registration; General Secretary; obligations. The General Secretary SHALL process a valid copy of Form R-1 by providing access to the standard method for submitting forms. E MAY communicate information regarding this access via e-mail. ------------------------------------------------------------------------ 2 FNC § 104 ¶ 33 Registration; updates; how so. A person CAN update eir registration by completing and resubmitting Form R-1 to the General Secretary. ------------------------------------------------------------------------ 2 FNC § 104 ¶ 34 Form R-1, titled. Form R-1 shall be titled “Update to Player Registration”. ------------------------------------------------------------------------ 2 FNC § 104 ¶ 35 Form R-1; requirements, defined. Form R-1 shall require, at a minimum: (a) a preferred name, (b) a valid contact e-mail, and (c) positive affirmation that e agrees to abide by the rules of the game. ------------------------------------------------------------------------
